Documents required during the inspection :

Architectural inspection :

- Engineering drawings of the facilities sealed with the civil defence stamp.

- In case that stamped drawings are not available during the inspection, an executive drawings of the facilities are requested.

- Documents required to be approved in firefighting systems.

- Documents and conditions shall be provided:

- The contractor who carries out firefighting system has to be classified at the civil defence.

- To coordinate with the contractor who carries out firefighting system to be present in location at the time of inspection.

He has to present the following documents:

1- Executive drawings and calculations approved by the Civil defence.

2- All catalogs and letters of credit of materials installed in fire systems.

3- All spaces and the nature of occupancy of each area.

4- Inspection certificate of fire fighting pumps and the performance curve.

Documents required at the time of receiving the fire fighting systems.

1- To confirm that it’s the facility, that is required to be licensed.

2- To confirm of the present of the applicant and the representative of the company executing and it has to be recognized in the field of business to the Prevention and Self -Protection Department.

3- To confirm that the facility has the approval of civil defence when construction permit is requested (a sealed drawings design is requested) otherwise the drawings will be subjected to a study to be certified.

4- Commence with the architectural aspects of the occupancy and compare it with the drawings, since any changes might differ in the required systems.

5 –To carryout detection and receiving inspection , testing and experimentation, after complying with sealed drawings, then to follow the steps written in the attached receiving form .The following are some of the necessary details to receive an automatic alarm traditional system:

Testing of the fire alarm systems:

1- Checking fire fighting control panel

*Make sure that the control panel is located in a secured accessible observed location (control room, security or reception room or the central control room) and installed on a vertical wall visible and that the site has good ventilation.

*Make sure that the control panel is designed and manufactured according to international standards and holds an accreditation from the Department of Prevention and self-protection.

*Make sure there is audio-visual signals that reveal the location and the malfunction of the open circuit , short circuit faults , malfunction in the charging circuit or batteries, in the circuit bells and electrical malfunction nutrition.

* Make sure there is the following buttons:

- Switch off button.

- Evacuation button.

- Reset button for testing and reprogramming.

* Make sure that the control panel operates light and audio signals in these cases:

- Switch off electric supply: disconnected power supply fuse.

- Disconnect the circuit fuse or one of the wires connected to the batteries.

- Disconnect the bells circuit fuse or one of the wires connected to the circuit.

- Carry out a test for technical error in control panel or in earthing.

* Make sure that there are two rechargeable 12 volts batteries, connected as a series circuit to be recharged.

* Make sure that there is informative board, presents the occupation sites on all regions and the way to deal with panel in case of error or fire , and the right sequence of actions in dealing with accident.

* Make sure there are additional systems (AC systems, sprinklers systems, elevators systems …etc) connected to control panel.

2) Fire detectors testing:

* Make sure that the detectors are suitable to the installed sites.

* Make sure that the detectors are distributed and installed in accordance to the accredited specifications of civil defence.

* Make sure that the detectors are designed and manufactured in accordance to the international specifications accredited by civil defence Prevention Department.

* Make sure that there is an audio- light signal for any malfunction in the control panel when reassembling one of the detectors in any area.

* Make sure that there is light signal to indicate to fire in the control panel, in case of exposure to a heat source or to a smoke source in any areas , testing other detectors so that the warning alarms runs , to ensure the region of the alarm place by the control panel , and press the switch off the bell button, after that clean the detectors and press the reset program button.

* Make sure there is good ventilation in the sites where detectors are installed (moisture or dust .... etc) to reduce false alarms.

3) Testing manual releasing points:

* Ensure that all of the manual releasing points are well installed on walls at the main exits, according to international standards accredited to the civil defence.

* Testing all of the manual releasing points depends on the quality and specifications of the unit so make sure there are lights and sound signals in the control panel when one of the wires connected to the unit is disconnected in an area.

4) Testing Fire detectors:

* Make sure that the sounds coming from the bells are continuous audible and distinguished so that the volume level set at not less than what is stipulated; taking into account the decay of the sound because of the walls ,when you press the evacuation button in the Control Panel.

* Make sure that there is a failure in the bells circuit, when disconnecting any of the installed bells and that the bells are connected in to (2)separated circuits.

* Make sure that the bells distributed, installed, manufactured and designed according to international standards accredited to the Civil defence.

5) Testing electrical wires of fire alarm system.

* Make sure that electrical wires fire are fire resistant for half an hour ,and loss voltage in electrical circuit is in accordance to standards.

* Make sure that existing wires are isolated within the pipes and channels as stipulated.

*Make sure there are electrical sensors.

*Make sure of the additional systems work connected to alarm systems in the event of warning system is running.

* If additional systems exist, receiving, experimenting and testing are based on design drawings found and sealed as they are in receiving forms.

Occupancy permit and valid professions practicing license

Procedures of inspection to get an occupancy permit or valid professions practicing license.

1. Set a date to conduction an inspection for getting an occupancy permit or occupations license upon an official letter provided by the owner of the facility personally, with the official letter from Greater Amman Municipality or the Municipality of the region that the facility is in its jurisdiction for Prevention and Self-Protection Department or its branches in governorates, and make sure that implementation of the recommendations written in a earlier report for granting an occupancy permit or valid professions practicing license .

2. The official ''receptionist'' fills out a service request form ,disclosed the necessary information about the property and makes sure that all the information and the documentation are complete to set a date to detect and record on detection service register according to the transaction type, and provides the applicant with a date card, which is determined by the date of disclosure timetable should not exceed 48 hours, determined by the head of occupancy branch which has to be commensurate with the size of the staff and the type of project to be delivered .

3. The official ''receptionist'' handovers a copy of appointments record daily to the head of occupancy branch or expert Staff officer in the directorates , in order to distribute the inspection on the officers in different branches in order according to specialties.

4. The prevention officers in the various branches conducts inspection to check the availability of architectural prevention requirements and receive the fire alarm extinguishing systems, and alarm warning systems as well as to ensure compliance with the specification of the codes of national construction (prevention of Fire Code and fire fighting Alarm Systems code) to document the results of the inspection in the report.

5. In the event that the inspection results were not identical, a letter attached with a copy of the report will be sent to the applicant or to the entitled entities, as well as will be saved in the enterprise file and a copy will be sent to the Directorate.

6. In case that the outcomes of the inspection are not as requested, the prevention officer will provide the customer with a copy of the report to implement the recommendations, the original copy will be saved in the project file. After the customer executes the recommendations he requests to set a new appointment for an inspection.

7. In case of adding new important recommendations , the prevention officer will fill in the form of amendment and present it to head of engineering and projects which in turn studies the case if the amendments are as a result of change the nature of occupation or extension of the construction, he will explain that on the same form and submit it to the head of the Prevention and Self protection department to get the approval then attach an internal memo to the Planning Assistant to be signed.

8.In case if there is any justification for these recommendations, and if it’s a result of the prevention officer who carried out the first inspection , here, it will be dealt with according to the an adjustment and documenting cases of non-conformity.

-Charges are paid for receiving the fire alarm systems according to the mechanism set out on the site.
